The client operated a warranty program that required importing, storing, replacing, and exporting spare parts across multiple countries. Key challenges included:
- Conflicting valuation rules: Customs authorities required spare parts to be valued at full market price, while the client’s warranty program applied a different pricing structure aligned with after-market service values—leading to discrepancies and challenges during customs clearance.
- Disjointed compliance: telecom, customs, and tax agencies applied different standards to the same product flow-business model.
- Partial returns: Products were often imported as complete units (e.g., computers) but later exported as individual components (e.g. motherboard, graphics card, processor).
